What your New York home will cost you each year

New York runs two property tax systems. Start with your ZIP code and this page will use the right one, and stop mentioning the other.

QueensNew York City, four-class system

What kind of home is it?

That makes this Class 1. Assessed at 6% of market value and taxed at 19.843% of the assessment.

Bought before 2015, so you should hold the STAR exemption, which comes off the school portion of your bill directly.

How we got there
Market value$850,000
Assessed value$43,028
Tax rate19.843%
Tax before exemptions$8,538
STAR (off the bill)-$300
Annual tax$8,238

Effective rate 0.97% of market value. The school portion is 58.4% of a Class 1 bill.

STAR: cheque or reduction

Buy before 2015 and keep the exemption, which comes off the school portion of your bill. Buy after and STAR is a credit, mailed as a cheque by the state. Same money, different route, and the switch is permanent once you move.

Grievance Day

Outside the city, your town’s board of assessment review hears challenges on the fourth Tuesday in May. In the city you challenge through the Tax Commission instead: assessment notices go out in January and Class 1 appeals are due by 15 March.

The 2% cap is on the levy

New York limits how much a taxing unit can raise in total each year, not how much your bill can rise. If your assessment climbs faster than your neighbours’, your share grows even under the cap.

Rates by county

The five boroughs are listed separately because their rate applies to assessed value, not market value. Comparing 20.085% against 2.45% directly would be meaningless — the tax column is the number worth reading across.

Borough figures use the class rate on the assessment the city would set, with the co-op and condo abatement where it applies. County figures are county-wide averages: town, village and school district rates vary widely inside one county, and the school district is usually the largest single piece of the bill.

Common questions

Why is the New York City rate 20% when upstate is 2%?

They are charged on different things. The city assesses a Class 1 house at 6% of market value, so 19.843% of that works out at about 1.19% of what the house is worth. Upstate rates apply to close to full value, which makes them the higher of the two despite the smaller number.

Why is my co-op assessed far below what I paid?

Because the law does not let the city use your sale price. It values co-ops and condos as though the building were a rental, which usually lands well below what the unit sold for, and the assessment ratio applies to that figure. The number on your Notice of Property Value is the one that counts.

Do I get a STAR cheque or a reduction?

It depends when you bought. Buy before 2015 and stay put and you keep the exemption, which comes off your school taxes. Buy from 2015 on and STAR is a credit, paid to you by cheque. Same money, different route, and the switch is permanent once you move.

What is Grievance Day?

Outside the city, the day your town’s board of assessment review hears challenges, usually the fourth Tuesday in May. New York City runs a different process through the Tax Commission, with Class 1 appeals due by 15 March.

How much can my assessment rise?

For a New York City Class 1 house, 6% in a year and 20% over five years. The five-year limit is the one that usually binds, and it works out at about 3.7% a year. Outside the city there is no equivalent cap on your assessment.

Does the 2% cap limit my bill?

No, and this is the most common misreading of it. The 2% cap limits how much a taxing unit may raise in TOTAL each year, not how much any one bill may rise. If your assessment climbs faster than your neighbours’, your share grows even while the levy stays under the cap.
